Capital Projects Program Manager
The Capital Projects Program Manager will lead the full development and construction of the Cascadia Sustainable Aviation Institute's Phase II purpose-built research and testing facility at Paine Field. Reporting to the Operations Director, the Program Manager will take total command of the construction process — from predesign and site preparation through design, construction, and commissioning — serving as Cascadia's primary representative to municipalities, design firms, construction firms, and regulatory bodies throughout the build.
This role requires both technical construction expertise and the ability to operate with full authority and accountability in a start-up environment with limited precedent. The Program Manager will be expected to bring clarity and rigor to a complex, multi-stakeholder capital project while keeping the facility on budget, on schedule, and aligned with the Institute's long-term research and testing mission.
Policy and Coalition Manager
The Policy and Coalition Manager will lead Cascadia's state and provincial policy strategy across Washington, Oregon, Idaho, Montana, and British Columbia, driving the durable, pro-SAF policy environment needed to accelerate production and adoption of sustainable aviation fuel across the region. Reporting to the Executive Director, the Policy Program Leader will serve as Cascadia's principal advocate with state and provincial legislators, regulators, and agency officials, translating CSAA's policy priorities into legislative and regulatory action. Another aspect of this role is facilitating and engaging with CSAA’s community through topic specific working groups and committees.
This role requires deep policy expertise combined with the ability to build durable relationships and coalitions across five distinct political and regulatory environments. The Policy Program Leader will be expected to bring strategic judgment, persistence, and hands-on execution to advance policy in a dynamic, multi-jurisdictional landscape.
